All Personnel records of significance are forwarded from the Academy to the National Personnel Records Center within 3 years after the graduating class. Copies of the personnel files are made available on request so as not to compromise the integrity of the files. Sending out the originals risked the integrity of the files permitting the office of SecNav to do what it did.

Forced Resignation

When I did an FOIA for my personnel files, (PDF file) I was notified that my personnel file had been checked out and I was later to learn that it had been “sanitized” – that is, all relevant documents of significance required by law to be retained had been destroyed.

That included the forced resignation which was the only document which had been presented to me and which I had signed. The resignation document was destroyed because there was no relationship to the unsigned memos from Supt Kauffman and Commandant Kinney.

The normal procedure, I was advised by a young Academy grad at the Personnel Center, was to send out copies of the original documents - not send out the original file. Sending out the originals risked the integrity of the files permitting the office of SecNav to do what it did.
